The legal system in Midnapore began with the administrative reforms of 1772 under the British, dividing Bengal, Bihar, and Orissa into districts, including Midnapore. A Mofussil Diwani Adalat was set up in each district, with the Collector acting as the judge for civil cases like inheritance, marriage, and contracts, applying Hindu and Muslim laws. For smaller disputes, decisions were made by the head farmer of the Pargana. A separate Fouzdary Adalat handled criminal cases. In 1793, a significant reform separated revenue collection and judicial functions, transferring civil justice responsibilities from the Collector to the newly reorganized Dewani Adalat. The District Judge of Midnapore was Mr. Sermon Bard, and the Sadar Diwani Adalat became the highest court.
Further changes included the establishment of Civil Courts in 1781, including one in Midnapore, where the District Judge had both civil and criminal powers. However, the system excluded Indians from significant public administration roles. Despite this, the judicial system evolved with the introduction of regular lawyers or Vakils. The Midnapore Conspiracy Case, involving prominent figures like Jogjiban Ghosh and others, was a major event during British rule, but the accused were ultimately acquitted.
