The Judicial Reform Committee, appointed by the Government of West Bengal on 17th December 1949, unanimously recommended the establishment of a City Civil Court for the District of Calcutta. This proposal aimed to relieve the Original Side of the Calcutta High Court and ensure the speedy disposal of civil cases. The committee, chaired by Sri A.T. Harris, the then Chief Justice of the Calcutta High Court, comprised ten members, including the Chairman and Secretary. It commenced its deliberations on 7 January 1950 and submitted its report on 24 January 1951, strongly advocating for the creation of the City Civil Court to handle part of the High Court’s jurisdiction over civil matters.
The Calcutta City Civil Court was subsequently established on 23rd February 1957 under the provisions of the City Civil Court Act, 1953. Over the years, the pecuniary jurisdiction of this court to try civil cases has been enhanced through several amendments. This development has played a significant role in reducing the burden on the Original Side of the High Court and expediting the resolution of civil disputes.
