In the judicial history of Panna, an intriguing incident took place during the reign of Maharaja Chhatrasal. While discussing state governance with his ministers, the Maharaja deceptively said “no” when asked for his approval on a public welfare plan. Despite his refusal, the ministers treated it as consent, leading Maharaja Chhatrasal to declare that the official seal of the Panna Raj Darbar would henceforth be “Na hi” (meaning “no”). This unique seal remained in use as long as the Panna state existed.

Later, during British rule, the judicial system of Panna followed the laws of Mahendra Maharaja Rudra Pratap Singh Judev. After the princely states of Panna, Bundelkhand, and Rewa merged to form Vindhya Pradesh in 1948, Panna’s judicial system evolved. Following the formation of Madhya Pradesh in 1956, Panna’s judiciary operated under Chhatarpur and Satna districts until Panna was declared a civil district on 15 July 1978, with Shri G.K. Kulshrestha as the first District Judge. The court operated in Mahendra Bhawan until 2016, when it moved to the new District Court Building in Indrapuri Panna, as per a High Court order from 2003.
