The Santal Pargana district was carved out of Bhagalpur and Birbhum districts in 1856, following the Great Santal Hul of 1855. Mr. Ashley Eden became the first Deputy Commissioner of the district, with Dumka serving as a sub-district. In 1872, Santal Pargana was restructured into a revenue non-regulation district, with its headquarters at Dumka and sub-divisions in Rajmahal, Godda, and Deoghar. Initially, criminal jurisdiction was vested in the Deputy Commissioner but was later transferred to the sessions courts at Bhagalpur. In 1943, the position of Damin Magistrate-Cum-Superintendent was created, and by 1944, two Subordinate Judges were appointed at Dumka and Deoghar, with both being given criminal powers. On April 16, 1947, Sri Ram Anugrah Narayan became the first District and Sessions Judge of Dumka.
The district’s criminal justice system was standardized with the rest of the state in 1951. Dumka is now the sub-capital of Jharkhand and the commissionary headquarters of the Santal Pargana division.
