In 1728, the Court of Oyer and Terminer and Jail delivery was established in Bombay under a Royal Charter, composed of the Governor and Council members. This court handled all offenses except high treason. Later, in 1798, the Recorder’s Court was formed with civil and criminal jurisdiction, eventually replaced by the Supreme Court in 1824, covering Bombay town and island. By 1861, with the Indian High Courts Act, the Supreme Court was replaced by the Bombay High Court, consolidating the judicial system in the region.

The Old Secretariat Building, housing the City Civil and Sessions Court, was designed by Col. Henry St. Clair Wilkins and Sir Henry Bartle Frere between 1865-74 in Venetian Gothic style and is now a Grade II A heritage structure. Over the years, significant cases like the Lokmanya Tilak trials, the Kasab case, and the Nanavati case were held here. Since 1974, the Sessions Court has expanded its role, handling appeals and cases under various special acts, with jurisdiction extending across Mumbai from Colaba to Dahisar.
