Ganjam was part of an ancient southern kingdom, where local kings oversaw justice. Principal Judicial Officers, known as “Dewans,” handled both civil and criminal cases. The British annexed Ganjam in 1766, and by 1803, British-appointed Collectors served as heads of justice administration. Peter Cherry, the first collector, was granted magisterial powers in 1816. The Ganjam and Visakhapatnam Act of 1839 empowered Collectors to try civil and criminal cases. Initially, the Collector’s Court was in Ganjam, later moving to Berhampur and finally to Chattrapur.
A permanent Zilla Court was established in Ganjam in 1865, with Mr. H. Morria Esq as the first Civil and Sessions Judge. The Madras Civil Court Act of 1873 re-designated the Zilla Court as the District Sessions Court. In 1957, Ganjam Judgeship was reorganized, and Puri District was separated. Phulbani District was carved out in 1984, and in 1992, Gajapati District was formed, leading to the Ganjam-Gajapati Judgeship. In 2011, Gajapati District was separated, leaving the current Ganjam Judgeship.
