Before Ajmer merged into Rajasthan, it was known as Ajmer-Merwara, governed under the Ajmer Courts Regulation Act, 1926. The Judicial Commissioner was appointed by the Governor General, with Mr. W.T.W. Baker as the first in 1926 and Mr. B.N. Nigam as the last in 1955. Notably, Shri Atma Charan served as Judicial Commissioner in 1950-51, sentencing Nathu Ram Godse earlier as a Sessions Judge. Initially, the court operated from “Sukh Niwas,” now housing the Ayurved Directorate, later relocating to the circuit house.

Ajmer-Merwara courts followed distinct structures for civil and criminal cases. Civil courts included the Chief Commissioner, Commissioners, and subordinate judges with varying jurisdictions. Criminal courts empowered the Chief Commissioner as the High Court, while Commissioners acted as District Magistrates and Session Judges. These frameworks persisted until the state merged with Rajasthan.
