During the era of His Highness Maharaja Karm Singh, the administrative and judicial affairs of the State were overseen by the thanadars (faujdars of the Ain-i-Akbari), with revenue collectors (ugraha) under their authority. There existed no formal treasury or court system. Each pargana had a thanadar, and kotwals were present in Sunam and Patiala proper. Their decisions in both civil and criminal matters held finality, reached through verbal inquiries without any formal record-keeping or written judgments. Legal matters were settled based on local customs and practices, with the panchayat system widely employed, particularly in resolving boundary disputes.
Maharaja Karm Singh initiated reforms by appointing an Adalti (Judicial Minister), though his powers often overlapped with those of the thanadars. Civil cases started being documented, and judgments were written. Under Maharaja Narinder Singh, five nizamats were delineated with appointed Nazims. Tahsildars were appointed to handle revenue and legal affairs, alongside the introduction of a Manual of Criminal Law.
Under subsequent rulers, judicial powers were restructured, with the introduction of Codes of Civil Procedure and Criminal Law. Appeals processes were established, leading up to the Chief Court and the Maharaja’s Court. Special jurisdictions were assigned to various officials, and powers of revision and review were delineated.
The Indian Penal Code was enforced without alterations, while modifications were made to the Criminal Procedure Code and Civil Procedure Code. Notably, all civil suits, regardless of value, were initially heard by Naib Nazims, or by the Civil Judge in Patiala City.
