In the beautiful highlands of South India, Kodagu, originally known as Coorg, has no documented judicial history dating back more than three centuries. Like many Indian dynasties, the region was ruled by several native rulers, notably the Nayaks, and originally included sections of Hassan, the border territories of Kerala, the coastal district of South Kanara, and modern-day Mysuru. The last kings before the British takeover of Halleri in 1834 were the Lingayat kings.
During different periods, including the reign of Mysuru rulers Hyder Ali and Tipu Sultan, the rule of law was often dominated by power rather than justice, although notable citizens participated in governance. Land tenure, taxation, and inheritance practices, albeit subject to rulers’ whims, were often designed for the welfare of the populace.
After British annexation, administrative reforms were introduced, and Kodagu was governed by the Madras Presidency until India gained independence in 1947. The district retained its “C” state status under centralized governance. The judiciary, with a hierarchy ranging from Chief Commissioner to Assistant Commissioner, functioned under British rule, with advocates from distant places attending Madikeri Courts.
In 1956, Coorg merged with the State of Mysuru and became a district. Today, Kodagu’s judiciary, blending tradition with modernity, operates through its District and Sessions Court in Madikeri, alongside various other judicial bodies. Taluk centers like Somwarpet and Virajpet host additional courts, with recent expansions in Ponnampet and Kushalnagar.
