On 15 April 1925, West Godavari District was established, with Bhimavaram designated as its headquarters, consolidating all district and regional offices in Eluru. During the Madras Presidency in 1823, Rajahmundry District was established and later reorganized in 1859, splitting into Godavari and Krishna districts. Under British rule, Rajahmundry served as the headquarters of the Godavari district, which was further divided into East Godavari and West Godavari districts in 1925.
With the division of the Godavari district, Kakinada became the headquarters of East Godavari and Eluru of West Godavari. Following the bifurcation for a separate Eluru district on 4 April 2022, Bhimavaram became the new headquarters of West Godavari district.
The District Court, West Godavari was established in 1926, comprising 48 courts, including 12 District Courts, 9 Senior Civil Judge Courts, and 27 Junior Civil Judge Courts.
