During the East India Company’s rule, the Hisar Court was established around 1832 and initially affiliated with the Allahabad High Court. The court dealt with Civil, Criminal, and Revenue cases. Initially part of the Ferozepur Sessions Division, the Hisar District court saw visits from the Divisional and Sessions Judge, Ferozepur, a few times a year for trial commitments and inspections of civil and criminal courts. It wasn’t until 1915 that the Hisar Court was upgraded to a Sessions Division, with the District & Sessions Judge located in Hisar.
The jurisdiction of Hisar Sessions Division covered Fatehabad, Sirsa, Bhiwani Districts, and Gurgaon (now Gurugram) until 1950. The District & Sessions Judge, Hisar, used to visit Gurugram for appellate Civil and Criminal work. In 1950, Gurugram was transferred to the Karnal Sessions Division. Over time, Sessions Divisions were established in Bhiwani, Sirsa, and Fatehabad.
After the separation of judiciary and executive in 1964, Additional District Magistrates became Chief Judicial Magistrates. Shri R.R.Dhir was the first Chief Judicial Magistrate at Hisar. The Hisar District Courts, initially situated on Hisar Delhi Road in the 1830s, were moved to the present judicial complex on Rajgarh Road in 1973. The current building’s foundation was laid by Shri Bansi Lal, Chief Minister, on October 17, 1971.
A new building within the Court Compound was inaugurated on March 14, 2015. Additionally, a Creche-cum-Kindergarten was opened on March 23, 2018. The Hisar Court Bar Association, established in 1870, has a rich history, with prominent figures like Lala Lajpat Rai and Pt. Madan Mohan Malaviya is associated with it.
The Hisar Sessions Division, led by the District & Sessions Judge, also has a sub-division in Hansi, located 26 kilometers east of Hisar. The judicial court in Hansi was established in 1956, and the present new judicial complex was inaugurated on April 2, 2011. The complex houses four Judicial Courts, including one court of SDJM and three courts of JMIC. The history of the Hansi city, with its archaeological significance and fort, adds to the overall legal landscape in the region.
