The High Court of Kerala stands as the apex judicial authority in the Indian state of Kerala and the Union Territory of Lakshadweep. Situated in Kochi, it commenced its operations on 1 November 1956, with its principal seat in Ernakulam. Its origins trace back to the era of the Rulers of Travancore-Cochin and Colonel Munro, the British Resident and Diwan in the Travancore State, who laid the foundation for a well-regulated judicial system in the native states. The court’s legacy encompasses influences from the High Court of Madras, the Travancore High Court, the Cochin High Court, and the Travancore Cochin High Court.
Before the establishment of independent tribunals, Colonel Munro, during his tenure as the British Resident and Diwan of Travancore, advocated for judicial reforms. His efforts led to the enactment of a regulation in 1811, despite opposition from Her Highness the Rani, who favored the preservation of trial by ordeal.
The judicial system in Kerala saw its early developments with the establishment of Zilla courts in 1811 and a Huzur Court (Court of Appeal) in 1814, which later evolved into the Sadar Court in 1861. The High Court of Travancore was founded in 1887 by Sri. Visakham Thirunal, with Mr. Ramachandra Iyer serving as its inaugural Chief Justice. Colonel Munro’s tenure also witnessed the establishment of graded law courts in Cochin State, with the introduction of Sub Courts and a Huzur court in 1812.
The integration of Travancore-Cochin State led to the inauguration of the High Court of Travancore-Cochin on 7 July 1949, with its seat in Ernakulam. Following the State Reorganization Act, of 1956, which merged Travancore Cochin State and Malabar to form Kerala, the High Court of Kerala was established on 1 November 1956. Inheriting cases from its predecessors, it now holds jurisdiction over the entire state of Kerala and the Union Territory of Lakshadweep.
