According to administrative reports, all the central acts of British India except revenue laws were applicable in the erstwhile Kawardha state. The Durbar Court presided over by the ruling head, functioned as the high court of the state. The Diwan was entrusted with the roles of District Judge and Sessions Judge, in addition to administrative duties. The Assistant Diwan was authorized as a first-class magistrate, and the Tehsildars were authorized as second and third-class magistrates. A total of 5 criminal courts functioned, with the Durbar court serving as the appellate and final court. For civil cases, the Durbar court functioned as the final appellate court, similar to the highest court of the state. The Diwan had the powers of a District Judge, the Assistant Diwan functioned as Civil Judge Class I, and the Tehsildar functioned as Civil Judge Class II. Four civil courts functioned during this period.
In 1945, the Shivnath Group was established by combining the states of Rajnandgaon, Kawardha, Khairagarh, and Chhuikhadan, with its headquarters at Rajnandgaon. The powers of the District Judge were exercised by a Presiding Officer appointed by this group. However, the rulers retained their status as the highest courts of their respective states. Concurrently, the Eastern States Agency was formed, comprising the former states of Orissa and Chhattisgarh, with all rulers ceding their appellate powers to this agency. During this period Honorable Justice Shri Ismail was appointed as the Chief Justice.
