Bilaspur State was among the pioneers in India to implement the separation of the judiciary from the executive branch, a decision made by Raja Anand Chand in 1939. Before 1934, the state’s courts followed a defined code and procedure under the governance of a Diwan. However, with the retirement of the Diwan in 1934, a revenue and judicial secretary position was established, overseeing both revenue and judicial affairs and several other departments. While the Court of Collector and District Magistrate was temporarily suspended, it was reinstated in 1935.
In the middle of 1939, a permanent separation of judiciary from executive functions occurred. Consequently, the judicial secretary became solely responsible for the Judicial Department, with other departments under different leadership. This separation also revoked criminal powers from Tehsildars. Various tribunals were appointed to handle civil laws and dispense justice. Lower courts were accommodated in a newly constructed building equipped with essential facilities.
In the realm of judiciary, the Bilaspur State saw significant developments. Different courts were established, such as the Court of Sessions Judge, the Court of District Magistrate, and various classes of Magistrate Courts, both on the criminal and civil sides. The Ijlas-I-Alia served as the highest appellate authority.
Further changes occurred post-independence, with Bilaspur merging into Himachal Pradesh in 1954. The judicial landscape evolved with the establishment of a Senior Sub Judge-cum-Chief Judicial Magistrate court in 1954, followed by the creation of additional courts in subsequent years. Eventually, a full-fledged Sessions Division was established in 1993 in Bilaspur.
