The District and Sessions Court in Papum Pare is situated at its headquarters in Yupia. It is presided over by a district and sessions judge who handles civil and criminal matters at the district level. It’s approximately 22 km away from the state capital, Itanagar. Papum Pare district was formed in 1992 by dividing the Lower Subansiri District, with its headquarters in Yupia, as per Government Notification No.GA(B)36/89 dated 21st September 1992. Initially, from 1992 to 2000, the district’s temporary headquarters were in Itanagar. In 2000, the district headquarters moved to Yupia permanently after the completion of office buildings and residential accommodations. The district is predominantly inhabited by the Nyishi tribe, except for the Capital, which has people from various tribes of Arunachal Pradesh and other parts of the country. The total population of the district, including the Capital Complex, is 1,76,573 according to the 2011 Population Census. The District administration is led by the Deputy Commissioner, assisted by one ADC, one SDO, and several EACs and COs at the District headquarters.
Papum Pare District lies in the northeastern part of Arunachal Pradesh, bordered by Kra Daadi District to the north, Lower Subansiri District to the east, East Kameng District to the west, and Assam to the south. The district’s headquarters, Yupia, derives its name from the two major rivers, Papum and Pare. Covering an area of approximately 3462 sq km, the district is mostly mountainous, with the Himalayan ranges dominating the landscape. The elevation ranges from 45 to 1200 meters above sea level, characterized by lush green forests, deep river valleys, and picturesque plateaus.
The entire district is mountainous, forming part of the eastern Himalayas, with a varied landscape comprising foothills adjoining Assam’s border, lower hills, and lofty mountains extending northwards. The natural vegetation includes tropical semi-evergreen and sub-tropical evergreen forests, with tall trees, shrubs, bamboo, wild banana, cane, and various creepers at lower altitudes. Higher altitudes are adorned with ferns and rhododendrons. Itanagar, the capital city of Arunachal Pradesh, is situated at an altitude of approximately 1700 ft. above sea level, between 93° East Longitude and 27° North Latitude.
