The history Kullu Sessions Division stands as one among eleven such divisions in Himachal Pradesh. Located in the heart of Kullu city/town, its Judicial Courts Complex serves as a vital legal hub. Before Independence, Kullu lacked a permanent District and Sessions Judge. However, post-independence until 1966, Kullu fell under the jurisdiction of District Kangra, Punjab. This changed with the reorganization of Punjab on 1 November 1966, when Kangra, along with Shimla, Kullu, Lahaul & Spiti, Una, Nalagarh, and three villages of Gurdaspur, became part of Himachal Pradesh. Consequently, Kullu and Lahaul & Spiti emerged as distinct districts.
From 1968, the District and Sessions Judge, Mandi, Kullu, and Lahaul & Spiti, conducted circuit courts in Kullu. In May 1991, the Court of Additional District and Sessions Judges commenced operations in Kullu, functioning until 27 August 1997. Subsequently, on 28 August 1997, this court was elevated to a full-fledged District and Sessions Court for Kullu and Lahaul & Spiti. Notably, certain areas like Revenue Sub Divisions Anni and Spiti were included in Sessions Division, Kinnaur at Rampur.
Presently, Kullu boasts a comprehensive judicial setup including courts for Fast Track proceedings and Civil Judge (Sr.Div.)-Cum- Chief Judicial Magistrate. Keylong hosts a similar court for Lahaul & Spiti. At the Sub Division level, Manali houses a Civil Judge (Junior Division)-Cum-Judicial Magistrate Court, operational since 27 February 1998.
