In the early 20th century, Gurugram district was part of the Delhi Division. The Deputy Commissioner reported to higher authorities for revenue and general administration, and the District Judge was under the Divisional Judge for civil law matters. By 1910, the district underwent administrative changes and was later attached to the Hisar Sessions Division until 1966 when it became a separate Sessions Division with Shri H.D. Loomba as the first District & Sessions Judge in Gurugram.
Gurugram was one of the first districts in the then Punjab State to experiment with the separation of the judiciary from the executive in 1954, a successful move later extended to all districts in 1964. This led to the establishment of two types of courts under the Gurugram Sessions Division – Civil and Criminal.
The District and Sessions Judge in Gurugram had overall responsibility for both Civil and Criminal Justice, operating under the Punjab and Haryana High Court, Chandigarh. They were assisted by an Additional District and Sessions Judge. There were eleven courts of Subordinate Judges for civil matters and eleven courts of Judicial Magistrates for criminal matters. All Presiding Officers had dual civil and criminal powers, and the Senior Sub-Judge in Gurugram also acted as an Additional Chief Judicial Magistrate.
The Chief Judicial Magistrate’s Court in Gurugram was established in 1965, and the Judicial Court at Ferozepur Jhirka began operating in 1989. Mewat district was declared a separate district in 2005, later becoming a separate Sessions Division in 2013. The Judicial courts at Gurugram moved to their present building in 1975 from the old Judicial Complex, which has since been demolished.
