In the civil administration of Khandwa, justice in civil matters was initially handled by local authorities. However, unresolved cases were often settled by the resident panchayat. In 1846, judicial resolution in civil matters formally began with the appointment of a Collector and Assistant Superintendent. By 1864, when Nimad was incorporated into the Central Province, a structured judicial system was introduced, dividing the district into subdivisions with civil and criminal jurisdictions. Courts were placed under the appellate jurisdiction of the Sessions Court led by the Commissioner of Narmada Division.

Judicial restructuring in 1885–86 brought the Central Provinces Courts Act, establishing Munsiff Court in Khandwa. With further reorganization in 1917, Khandwa became a district headquarters under the District and Sessions Judge. The MP Civil Court Act 1958 further expanded the district’s judicial authority. The original court building, built in 1901, is a heritage site, with a new building added in 2011 to accommodate growing judicial needs. Currently, the district has two civil courts in Harsud and Punasa. The Khandwa Bar Association, established in 1897, now includes 427 advocates and has a rich legacy, including producing a former Chief Minister of Madhya Pradesh.
