Tiruvallur District was created in 2000 by bifurcating the erstwhile Chengalpattu District. It comprises ten Taluks: Ambattur, Gummidipoondi, Ponneri, Uthukkottai, Tiruvallur, Poonamallee, Tiruttani, Pallipattu, Tiruvottiyur, and Madhavaram. The Munsif Court of Tiruvallur, which dates back to 1868, is the oldest court in the district. The first recorded case, O.S. No. 55/1868, was filed by Mr. Vinayagam Chettiyar of Pennalurpettai for recovery of Rs. 124.7 Paise and 6 Annas.

The Tiruvallur Subordinate Court was established in 1979. Following the bifurcation from Chengalpattu, the first Fast Track Court (District Judge level) was set up in 2004, and the District and Sessions Court came into existence in 2006. Initially housed in the TNHB Building, the courts later moved to an 18-acre land in the Master Plan Complex, where the Combined Court Building and ADR Centre are currently located.
