Since 1947, Kinnaur has been a tehsil of the then-Mahasu district. By 1960, the importance of reorganizing border areas was realized, and consequently, considering ethnic and cultural factors, the areas partly belonging to Rampur tehsil were reorganized into a separate district, forming the present Kinnaur district. Rampur, where the Divisional headquarters of Kinnaur Civil and Sessions Division is presently situated, was an independent Erstwhile Princely State of Bushahr riyasat having its winter capital during the kingdom’s reign before the riyasat transformed into a state.
Kinnaur Civil and Sessions Division was created on 1st July 1995 by amalgamating the areas of Kinnaur District, Rampur Bushahr Sub-Division of Shimla District, Anni Sub-Division of Kullu District, and Kaza Sub-Division of Lahaul & Spiti District, with its headquarters situated at Rampur Bushahr. Before its creation, the appellate jurisdiction of Civil and Criminal Cases about Kinnaur District and Rampur Sub-Division was under the control of Shimla Sessions Division with its headquarters at Shimla.
