The Judgeship of Muzaffarpur was established around 1875, under the administrative control of the Calcutta High Court. Initially, it covered the areas now under the jurisdictions of Darbhanga, Motihari, and Chapra, then known as the district of Tirhut. This district extended from Nepal in the north to the Ganga River in the south and the borders of U.P. in the west. Over time, Darbhanga Judgeship was carved out in 1898, Chapra in 1899, and Motihari in 1946.

Civil justice was administered by the District Judge, two Subordinate Judges, and three Munsifs at Sadar, with additional Munsifs at Hajipur and Sitamarhi. Criminal justice was overseen by the District & Sessions Judge, the District Magistrate, and various Deputy and Sub-Deputy Magistrates. According to O’Melley’s 1907 District Gazetteer of Muzaffarpur, the court sessions for Champaran cases were held at Motihari by the District and Sessions Judge of Muzaffarpur. Later, Sitamarhi Judgeship was established around 1972-73, and Vaishali at Hajipur in 1977-78. Mr. R.J. Richardson was the first District & Sessions Judge of Muzaffarpur.
