Kutch district is the largest district in Gujarat, showcasing a unique blend of desert, mountains, and ocean. Historically, in 1819, the ruler of Kutch, Maharao Raydhanji, agreed with the British Government, establishing special administrative and judicial arrangements. By 1872, another settlement defined the rights and jurisdiction of guarantee holders who had civil and criminal jurisdiction until 1854. With the implementation of the Criminal Procedure Code and Civil Procedure Code in 1869, various courts were set up, including a Royal Court with supreme authority.

Courts were categorized into two groups: Rahpar, Anjar, Bhuj, Mandvi, and Abadasa in the first group, and Khavda, Khadir, and Nakhatrana in the second. Criminal courts had limited sentencing powers, while civil courts handled disputes up to 5,000 Kori. In 1948, the Kutch Courts Order established the Judicial Commissioner at Bhuj, later merging into the Bombay State in 1956 and finally becoming part of Gujarat in 1960.
