The present judicial system of Gorakhpur Judgeship has evolved through gradual developments in judicial administration. Initially, the Munsif’s court in Gorakhpur was located at Mansurganj. However, with the shifting of the Tehsil headquarters to Maharajganj in 1862, the court was moved to Gorakhpur. There were also two honorary Munsif courts. In 1903, the system of appointing Village Munsifs was introduced in the Gorakhpur Tahsils as an experiment, though by 1909, the number of Munsifs was limited to 24 for 90 circles due to a lack of qualified candidates. Around the same time, the areas now part of Gorakhpur and Deoria districts were consolidated under a single district, with the District and Sessions Judge holding both civil and criminal jurisdiction for the entire district, including the power to hear criminal appeals from Basti district. The judicial setup included a subordinate judge’s court and three Munsif courts in Gorakhpur, Bansgaon, and Deoria.

On 1 August 1945, a separate Judgeship was created for Basti, and the Gorakhpur Judgeship then included the present-day districts of Gorakhpur and Deoria. The district had a permanent court of the District and Sessions Judge, a Civil and Sessions Judge, a Small Causes Court Judge, a Civil Judge, and Munsifs in Gorakhpur and Bansgaon. Additionally, temporary courts of an Additional Civil Judge and four Additional Munsifs were functioning in the Gorakhpur Judgeship. Later, Deoria and Maharajganj became separate Judgeships on 12 September 1964, and 2 November 1990, respectively.
