Earlier, Mansa was a Sub Division of Bathinda district. Since 13 April 1992, it has been designated as a district with headquarters in Mansa. According to local lore, Mansa town was founded by Bhai Gurdas from Dhingar village in this district. He married among the Dhaliwal Jat Sikh community here. Legend has it that when he went to take his wife from her parents’ home, they initially refused. Bhai Gurdas then meditated outside their house until they relented. However, he chose not to take her, claiming to have renounced worldly life. A shrine was built in his memory, where an annual fair is held in March-April, drawing large crowds who offer sweets and jaggery.
The establishment date of Civil/criminal Courts in Mansa is not recorded. However, according to the Mansa District Gazetteer, the Bar Association in Mansa, formed in 1929, is considered the oldest, suggesting the existence of courts during that time.
Another historical aspect is the settlement around a hut where a saint named “Mana” resided near Khiala village. Families settled nearby, gradually forming a village named “Mansa” after the saint. The Delhi–Bathinda–Ferozepur-Lahore Railway Line, constructed in 1902, passed close to Mansa Khurd, leading to the development of Mansa Kalan village nearby. Mansa, along with Bathinda, was annexed by Maharaja Ala Singh around 1754, forming part of the erstwhile Princely State of Patiala. Judicial powers were initially held by Thanedars and later transferred to Nazims under Maharaja Karam Singh. The policing system was overhauled in 1882, with jurisdictional powers shifting to the Inspector General and District Superintendent of Police. Following the merger of PEPSU with Punjab in 1956, Mansa became part of Punjab State.
