The judicial proceedings in Nagaon district have been playing a significant role in dispensing justice in the region. The district judiciary is split into two interconnected divisions, each with its head. These divisions are commonly referred to as the “Judges’ Court” and “CJM’s Court”. The first court, responsible for both Civil and Criminal cases, is overseen by the District & Sessions Judge. Meanwhile, the second court, dealing solely with criminal cases, is headed by the Chief Judicial Magistrate. Both of these divisions constitute the district judiciary, which is subordinate to the esteemed “The Gauhati High Court” in Guwahati. The District & Sessions Judge holds authority as the head of both the district judiciary and the sessions division.
The history of the Nagaon Judiciary is illustrious. Initially, two Civil Courts were established in the district: the Court of the Munsiff and the Court of the Sub-Judge (Mafasal). The latter was tasked with administering justice in the then undivided Nagaon district (later split into Nagaon and Morigaon districts) and in some parts of Karbi-Anglong and Sonitpur districts, accomplishing a formidable task. The Munsiff Court handled Civil Matters. Both courts operated under the supervision of the esteemed Gauhati High Court in Guwahati. However, the esteemed position of District & Sessions Judge was established in 1967, with judges appointed by the esteemed High Court in Guwahati.
Previously, the Criminal Courts were under the jurisdiction of the District Magistrate/Deputy Commissioner before the amendment of the Cr.P.C. in 1973. The cases were then tried by the Additional District Magistrate (Judicial). Since July 30, 1974, the esteemed High Court in Guwahati has been appointing the Chief Judicial Magistrate to administer Criminal Justice in the district. Since then, 19 Chief Judicial Magistrates have served in the district, with the first being Md. Abdul Mazid. It is noteworthy that our first C.J.M. has become a member of the Human Rights Commission, Assam. The esteemed names of the Chief Judicial Magistrates are recorded. The establishment of the District Judge Court dates back to 1967, with four District Judges elevated to the esteemed position of Judge of the Gauhati High Court. They are Sri D N Biswas, Sri PG Agarwal, Sri S K Kar, and Sri I A Ansari, who dispense justice with great skill.
