Bilaspur District was administered within the Chhattisgarh Division, under the jurisdiction of the Commissioner. The district’s courts were subordinate to the judicial commissioner in Nagpur. It comprised three Tahsils: Bilaspur, Jangir, and Mungeli, each headed by a Sub Divisional Magistrate. With the establishment of Korba and Janjgir revenue Districts in May 1998, several Tahsils were redistributed to these new districts.
The Civil Court staff included a District Judge, Subordinate Judge, Munshifs, and Tahsildars. The District’s legal history dates back to the British era, with notable developments such as the passing of the C.P. Courts Act in 1904 and the appointment of the first Indian District and Sessions Judge, Shri Laxmi Narayan Agarwal, in 1922.
Bilaspur’s legal landscape saw further evolution with the enactment of the Government of India Act in 1935, leading to the establishment of the High Court of Nagpur, which later became the High Court of Madhya Pradesh. On 15th August 1961, the Bilaspur Civil District was formed, marking significant changes in the judiciary’s structure and function. The advent of Lok Adalat in 1987 brought alternative dispute-resolution mechanisms to the forefront.
With the formation of the state of Chhattisgarh on 1 November 2000, the High Court of Chhattisgarh was established in Bilaspur. Subsequent developments included the creation of Civil District Korba in October 2004 and the expansion of judicial infrastructure to new Tahsil places in 2009 and 2011. Today, Bilaspur’s Revenue District falls under the jurisdiction of the District Judge, with additional courts situated in Mungeli, Pendra, Janjgir, Sakti, and other locations.
