The origins of the present courts in Jalandhar can be traced back to Baron Lawrence. Following the First Sikh War (1845-46), Baron Lawrence was appointed Commissioner of the newly annexed district of Jullundur. Here, he subdued hill chiefs, established courts and police posts, and worked towards eradicating female infanticide and Sati.
As a part of the Punjab Board of Administration, he eliminated internal duties, standardized currency, and promoted the construction of roads and canals. Established in 1849, the Board of Administration was dissolved in 1853, and the Punjab was placed under a Chief Commissioner, who in turn appointed a Judicial Commissioner.
Robert Montgomery served as the inaugural Judicial Commissioner. Courts were swiftly established in Punjab post-annexation, and in 1853, the Judicial Department was formed to provide these courts with the necessary written laws for administration.
