The British came to Assam in 1826 according to the Yandaboo Accord, and since then, they chose Dibrugarh as a hub for both administration and business in Upper Assam. In 1842, Dibrugarh was declared as the headquarters of Lakhimpur District, and the court was relocated there from Lakhimpur in the same year. Initially, administrative functions were carried out from ward No. 1 of the Central Jail in Dibrugarh until a permanent court building was constructed. It’s noteworthy that Ward No.1 was the first “Pacca” building in the entire North-East region.
Initially, the Sadaramin and the Munsiff court were set up for Judicial Administration by local respected citizens. Revenue administration functions were not handled through the court at that time. The present court building was likely built around 1870, with materials like rods and cement transported by steamer via the Brahmaputra River. A Bricklin was constructed at Chaulkhowa for brick-making purposes.
Despite being over a century old, the court building still stands proudly at Phulbagan near the Brahmaputra River. Judicial functions have been operating from this building for over 40 years. Originally expected to last only a hundred years, a letter from London received by the Deputy Commissioner of Dibrugarh in 1999 affirmed that the building will likely endure for much longer.
In 1967, the judicial branch was officially separated and fully established. Previously, the Deputy Collector also served as the administrative head of the judicial branch in Dibrugarh district. The District & Sessions Judge was appointed in Dibrugarh district in 1967, with Sri Dhiren Chandra Sharma (B.Com, BAR-AT-LAW) being the first to hold the position.
