Lakhimpur District is situated in the northeastern corner of Assam, bordered to the north by Lower Subansiri and Papumpare Districts of Arunachal Pradesh. To the east lies Dhemaji District and the Subansiri River. Majuli Sub-division of Jorhat District and the Brahmaputra River stand to the south, while Gohpur Subdivision of Sonitpur District lies to the west. It holds the distinction of being one of the few districts in Assam where the British Empire initiated the administration of justice since 1838 to 1839.
During that time, local legal representatives were scarce, so the British authorities appointed individuals proficient in English as defense counsels. Over time, these individuals began practicing in civil cases as well. In North Lakhimpur, Lt. Muktinath Chakraborty was appointed as defense counsel in 1897, followed by Lt. Aswini Sarkar in 1899 and Lt. Kesalal Sarkar in 1901. Lt. Phanidhar Chaliha served as the first Munsiff in North Lakhimpur in 1898, establishing the Munsiff Court by the British Rulers.
Before October 2, 1971, the present Lakhimpur district was a sub-division of the then Lakhimpur district, which included present-day Lakhimpur, Dhemaji, Dima Hasao, and Tinsukia districts with headquarters at Dima Hasao. Sessions Cases were tried at Dima Hasao, occasionally holding circuit court sessions in Lakhimpur’s circuit house. Before that, the British had designated the then Lakhimpur district and Sibsagar district (present Sivasagar, Jorhat, and Golaghat districts) as Upper Assam division, with Sessions Cases tried at Jorhat.
On October 2, 1971, the Lakhimpur District was reorganized with two subdivisions – Dhemaji and North Lakhimpur as the headquarters. In 1980, it underwent another reorganization with North Lakhimpur and Dhakuakhana as the subdivisions, leaving Dhemaji as a separate district. Following the separation of the judiciary and the executive, a separate judiciary began functioning. Lt. K.C. Chowdhury served as the first ADM (judicial) of Lakhimpur district from November 1, 1972, followed by Sri Abdul Mazid as the Chief Judicial Magistrate in 1974. The Court of the District & Sessions Judge was established in 1977, with Sri Nagen Hazarika initially taking charge as District & Sessions Judge, later succeeded by Lt. Purna Saikia.
Since the establishment of the Munsiff Court in North Lakhimpur in 1898, various courts have been gradually established, including the Court of SDJM and others.
