The current Cachar District was originally a part of the Koch kingdom established by King Chilarai. Cachar, an administrative district in Assam, India, is situated in the Barak Valley along with Hailakandi and Karimganj. Before independence, judicial proceedings were overseen by the Deputy Commissioner, who granted leadership ‘SANAD’ after an informal assessment of respectability and ability. Following partition, Assam established its own High Court, and the Assam Judicial Services were organized under the Gauhati High Court. Initially, Cachar fell under the jurisdiction of the District Judgeship of Upper Assam Districts in Jorhat District but eventually gained its own District Judgeship on 7 September 1955.
Shri. S. K. Dutta (B.A[ Calcutta ], B.Sc[ London ], Barrister at Law) served as the first District & Sessions Judge of Cachar District Judiciary. The establishment comprises 15 Courts with Judicial Officers of varying grades. The Court premises consist of four buildings, including a two-storied building, two Assam Type houses, and two old buildings that previously housed British arms and ammunition.
Regarding the name’s origin, there are two possibilities:
– The Kacharis named it Cachar during their rule.
– In Sylhette (a dialect of Bengali spoken in Sylhet), “Kachar” means a stretch of land at the foot of a mountain, possibly leading Bengalis from Sylhet to name the land Cachar due to its mountainous surroundings.
The District & Sessions Judge Court Complex in Cachar includes various courts like the Family Court, Motor Accident Claim Tribunal Court, Industrial Tribunal Court, Foreigners Tribunal, and the District Legal Services Authority.
